매년 여름,홍수가 지면 어김없이 북한병사의 시신이 한탄강 하류로 떠내려 오곤 한다.당국은 병사의 시신을 판문점에서 북한측에 인도하는 행위를 통해 철의 장막을 사이에 두고 북측과 접촉한다.강은 그 유속과 유량에 비례하면서 이질적인 문화를 교류시키는 ‘접속’의 매개였다.
아슐리안형 주먹도끼의 발견을 보고함으로써 고고인류학에서마저 백인우월주의를 은연중 주장하던 서구 학계의 자존심을 일거에 뒤집은 쾌거가 일어난 곳도 한탄강이었다.주한 미군 병사 그레그 보웬이 주둔지인 한탄강 유역을 산책하던 중 우연히 발견한 주먹도끼는 우리 문명사를 27만년 전으로 끌어올렸고 국사 교과서의 첫 머리를 장식했다.
최근 홍수조절용 댐 12개를 건설하겠다는 정부의 발표에는 한탄강도 들어있다.붉은 울음의 빛깔을 자랑하는 한탄강 적벽(赤壁)은 3000만년 전 평강의 화산,오리산에서 불기둥이 솟고 뜨거운 용암이 철원평야를 거쳐 연천,파주로 꾸역꾸역 흘러내려오는 과정에서 생성되었다.예닐곱 차례에 걸친 용암의 흐름은 켜켜이 다른 현무암 층을 만들었고 뒤이어 찾아온 빙하는 한탄강의 탄생에 결정적인 역할을 하게 되었다.
왕건과 궁예가 치열한 전투를 벌였던 고려건국사가 묻혀있고 임꺽정의 전설도 한탄의 적벽과 어우러진다.그러나 댐이 건설되면 한탄의 적벽은 두번 다시 볼 수 없게 된다.댐 건설은 동강의 비경에 견주어도 손색이 없는 돌이연,보름소,비둘기낭 등 독특한 용암지대로 형성된 한탄강 비경의 수장으로 이어질 게 뻔하다.
예로부터 치수(治水)는 개발론자의 주장이기도 했거니와 이에 맞선 보존주의자들의 반대의견도 있어왔다.섬진강 시인 김용택을 중심으로 순창 적성댐 건설 반대 운동이 전개되는 것은 그곳에 돈으로는 가치를 매길 수 없는 문화가 숨어있기 때문이다.이들은 “자연 앞에 겸손하게 머리 조아릴 줄 알았던 우리 선조들의 환경친화적 지혜는 이 시대에 더욱 빛을 발하는 생생지리(生生之理)”라며 국민적 화합 없는 댐 건설에 반대한다고 밝히고 있다.댐 건설 현장으로 지목되고 있는 순창 구미리 일대는 전국적으로 몇 군데 남지 않은 집성촌 보존지역으로 흔히 ‘귀미리 양씨’라고 불리는 ‘남원 양(楊)씨’의 발흥지이자 지금도 200여가구가 모여살고 있는 곳이다.또 현대사의 질곡을 간직한 회문산 일대와 인근 고인돌 유적지도 수몰될 것이 뻔하다.나아가 섬진강 수계에 댐을 건설할 경우 240만평이 물에 잠길 것으로 추산되고 있다.
우리는 이미 댐 건설에 따른 전남 화순 적벽의 훼손을 기억하고 있다.화순 적벽은 단애가 물 속으로 쏟아질 듯 앞으로 기운 채 병풍처럼 이어진 절경이었으나 1985년 동복댐의 완공으로 아랫부분이 물 속에 잠겼다.수면을 사이에 두고 동강난 적벽의 단애를 보고 있으려면 울화통이 터진다.강 유역에는 용암보다 더 뜨거운 인간 드라마가 묻혀있다.강의 힘찬 여울소리가 벌써 그립다.
