(대전=연합뉴스) 윤석이 기자 = 25일 한국수자원공사에 대한 국회 건설교통위의
국정감사에서는 각계의견의 상충으로 표류중인 한탄강댐 건설과 경인운하 사업 등에
대한 질의가 이어졌다.

민주당 김영환 의원은 "한탄강댐은 경기북부지역의 수해를 줄이기 위한 댐으로
2000년 12월 최초 용역보고서에서 100년 빈도 2일 사용강우량을 471㎜로 잡았다가 2
002년에는 568㎜로 수정, 보완하는 등 일관성이 없다"며 "이는 댐에 대한 당위성을
강조하기 위해 확률 강우량을 높인 것 아니냐"고 물었다.

김 의원은 또 "댐 상류에 동양 최대의 사격장(다락대사격장)이 있어 사격장에서
배출되는 중금속이 댐을 크게 오염시키고 그 오염된 물이 임진강으로 흘러들어 크게
오염시킬 가능성이 있다"며 심도있는 검토가 필요하다고 지적했다.

통합신당 송영진 의원은 "한탄강댐 등 국책사업이 수년간 지연되면서 국가적으
로 막대한 손실이 발생되고 있다"며 "경기 북부지역의 치수대책 수립이 시급성을 고
려해 수자원공사가 합리적인 방안을 찾아야 한다"고 말했다.

경인운하 건설사업과 관련, 한나라당 임인배 의원은 "감사원 감사 결과, 정부가
경인운하를 건설하면서 용역업체에게 부당한 압력을 행사하고 굴포천 종합치수대책
을 변경하면서 사업비를 축소하는 등 많은 문제가 있는 것으로 드러났다"며 "굴포천
사업 내용 변경과정에 수자원공사가 개입됐는지 밝히라"고 요구했다.

또 한나라당 이해봉 의원은 "최근 굴포천 방수로 건설사업은 추진하되 운하사업
은 유보키로 했지만 이는 경인운하주식회사로부터 소송이 제기될 가능성이 높은데다
방수로만 설치하면 건기에는 환경문제를 일으킬 소지가 많다"며 이에 대한 대비책을
따졌다.

이에 대해 수자원공사 관계자는 "한탄강댐 건설을 반대하고 있는 철원지역 주민
들을 대상으로 설명회를 개최, 필요성을 설득할 계획"이라며 "이달 중으로 기본계획
고시 및 공사 계약을 체결한 뒤 내년 4월부터 공사를 착수하겠다"고 말했다.

굴포천 방수로 사업도 계획대로 추진할 예정이며 경인운하 사업은 향후 추진 상
황에 따라 대비책을 마련해 나갈 것이라고 수자원공사는 말했다.

한편 이날 국감에서는 질의에 앞서 수자원공사가 홍보용으로 의원들에게 제공한
수돗물이 담긴 PET병에서 이물질이 검출돼 한나라당 박명환 의원이 항의하는 해프닝
이 빚어지기도 했다.
