내년에도 도로·철도·항만·공항 등 사회간접자본(SOC) 시설을 건설하는 데 정부 예산(일반회계)의 20%가 투입될 예정이다. 그러나 예나 지금이나 사업추진 여부를 판가름짓는 사전절차인 타당성 조사를 둘러싼 논란은 끊이지 않는다. 이 때문에 크고 작은 국책사업들이 계속되는 한편으로 이미 만들어놓은 시설에서 나오는 적자를 메우느라 나라살림이 적지 않게 축나고 있다.

건설교통부는 1999년 호남지역 교통시설 건설과 관련해 2건의 경제타당성 조사를 실시했다. 우선 교통개발연구원이 작성한 전주신공항 보고서를 보자. 신공항의 이용자 수(2020년 기준)가 연 60만명을 넘을 것으로 전망됐다. 호남고속전철과 호남고속철도가 완공된다고 해도 이들에게 빼앗기는 항공승객은 각각 17.41%와 2.23%로 모두 19.6%에 그칠 것이란 분석결과를 토대로 한 수치다.

같은해 호남고속철도 보고서는 전혀 딴판이다. 역시 건교부 발주로 교통개발연구원에서 실시한 이 타당성 조사에서는 고속철이 항공승객의 94%를 흡수할 것으로 전망됐다.

전주신공항의 시나리오대로라면 호남고속철도 건설은 시급하지 않다는 것이 되고, 반대로 호남고속철 보고서로 볼 때는 고속철 개통 후 전주신공항은 파리만 날리게 된다. 어떻든간에 한쪽 사업은 ‘예산 낭비’가 되는 셈이다.

교통개발연구원 김훈 책임연구원은 “고속철도로 3시간 이내 권역에 들어가는 곳은 항공승객이 최대 80%이상 줄어드는 것이 일반적”이라고 말했다. 반면 건교부 공항계획과는 “호남고속철 보고서가 흡수 대상으로 잡은 공항은 기존의 군산공항”이라며 “새로 짓는 전주신공항과는 관련성이 크지 않다”고 주장했다.

그러나 전주신공항과 군산공항, 호남고속철이 경유할 가능성이 큰 익산역은 각각 30㎞이내의 거리로 어차피 같은 영향권 안에 있다. 서울로 치면 잠실 롯데월드에서 김포공항 사이에 다 들어있는 셈이다.

같은 부처, 같은 연구기관에서 실시한 타당성 조사인데, 그 결과는 왜 상반된 것일까. 그 이유는 해당 부서가 다르다는 점에서 찾을 수 있다. 전주신공항은 수송정책실 항공계획과와 교통개발연구원의 공항교통연구실에서, 호남고속철은 국책사업기획단 고속철도과와 연구원의 철도교통연구실에서 맡았다.

건교부 관계자는 “각 부서 사업을 종합 조정하는 기능이 따로 없다”며 “연관된 타부서 사업이 있을 경우 협의 형태로 자료가 넘어오기는 하지만 어디까지나 자문을 구하는 것일 뿐”이라고 말했다. 교통개발연구원 홍갑선 부원장은 “공항과 철도의 연구모형이 다를 뿐 아니라 설문조사할 경우 대상이 누구냐, 어떻게 물어보느냐에 따라 다른 결과가 나올 수 있다”고 설명했다.

하지만 타당성 조사 결과에 따라 수천억원, 수조원의 예산이 춤춘다는 점을 고려하면 납득이 가지 않는 해명이다. 전주신공항은 이미 3백50억원이 투입된 데 이어 내년까지 부지매입을 끝낼 계획이고, 호남고속철은 기본계획 수립작업에 들어간 상태다.

이런 사정은 도로도 마찬가지다.

지난 9월 착공된 서울~춘천간 민자고속도로가 완공되면 2021년까지의 통과 지역 교통수요를 충족시킬 수 있는데도, 건교부는 중복 지역인 하남~남양주 화도간 국도건설을 추진해왔다. 민자사업도로팀과 도로건설과가 각각 도로 건설계획을 세운 것. 감사원 지적을 받고서야 하남~화도간 국도 건설계획을 보류한 도로건설과측은 “이런 것을 지적하라고 감사원이 있는 것”이라는 엉뚱한 대답을 내놓았다.

특히 서울~춘천 민자고속도로는 타당성 조사 과정에서 통행교통량 예측치(2009년 기준)가 2배 이상인 하루 5만2천대로 부풀려진 사실이 감사원에 적발됐다.

건교부는 99년 ‘공공 건설산업 효율화 종합대책’ 보고서에서 “5년간의 건교부 사업 33건 중 타당성이 없다고 평가된 것은 울릉공항 1건뿐”이라며 “사업기관이 직접 타당성 조사를 주관하고 평가기준도 달라 공정성·객관성·신뢰성이 부족하다”고 자체 평가했다. 하지만 이후에도 사업 추진자세는 달라진 게 없어 보인다.

문제는 부실한 수요예측은 두고두고 국고 손실로 이어진다는 점이다.

인천국제공항고속도로, 우면산터널 등 현재까지 완공된 민자도로 4곳 모두 실제 수요가 예측 수요의 20~40%선에 불과했다. 이 때문에 정부는 해마다 막대한 국민 세금으로 민간 운영업체의 적자를 보전해주고 있는 실정이다.

더욱이 수요예측 용역수행자들이 설사 멋대로 수요를 부풀린다고 하더라도 이를 제재할 수 있는 아무런 법적 규정이 없다. 생명과평화를위한환경연구소의 조승헌 소장은 “정부 입맛에 맞는 용역 결과를 내놓으면 나중에 각종 위원회에 참여하면서 연구 프로젝트를 받을 수 있지만 반대 목소리를 내면 ‘왕따’를 당하는 경우가 많다”고 뼈있는 말을 했다.

－한탄강댐 제방 설계 보고서 1년새 66㎞→536㎞ ‘극과 극’－

2002년 한탄강댐 건설을 놓고 논란이 일면서 사업 타당성에 대한 재검증 작업이 진행됐다. 댐과 제방 등 홍수 조절을 위한 여러가지 대안 가운데 어떤 것이 비용과 효과면에서 가장 나은지를 따지기 위한 것이었다. 당시 정부측 자문위원으로 참여했던 한강수자원연구소 최석범 소장(수자원기술사)에게 재검증 과정은 황당함의 연속이었다. 받아본 보고서에 제방에 관한 수치들이 엉터리로 제시돼 있었던 것.

“2000년 설계보고서에는 제방 길이가 66㎞였는데, 2001년 보고서에는 536㎞로 늘어난 거예요. 53.6㎞를 잘못 쓴 것 아닌가 해서 수자원공사에 다시 확인까지 해봤다니까요.”

최소장이 현장검증을 해본 결과 수자원공사측이 북한 땅, 논밭도 없는 지뢰지대, 비무장지대(DMZ)까지 포함해 제방길이를 산출한 것으로 나타났다는 것.

“댐 건설이 제방보다 비용이 덜 든다는 주장을 뒷받침하기 위해 제방길이 등을 부풀린 것 같았습니다.”

거듭 지적을 받고서야 제방길이가 다섯 차례에 걸쳐 수정됐고, 올해 마지막 보고서에선 272㎞로 줄었다. 제방 공사 비용은 당초 2조8천억원에서 1조4천억원으로 절반이나 줄었다. 논란이 한층 가열되면서 현재 한탄강댐 건설 문제는 대통령 자문 지속가능발전위원회에까지 회부돼 있다. 그러나 타당성 조사의 공신력이 땅에 떨어진 탓에 어떤 결과가 나오든 주민들의 불신을 씻기는 어려운 상황이다.

이에 대해 수자원공사 이완호 수자원환경처장은 “우리나라는 기후상 댐 건설이 가장 효과적이기 때문에 다른 대안들의 타당성 조사는 도상에서 진행한다”며 “제방길이 등 수치는 여러차례의 연구를 거쳐 계속 수정되는 것인데 최소장이 도중에 공개해 문제가 된 것일 뿐”이라고 해명했다.

그러나 최소장은 “이미 댐 건설방침을 정해놓고 그에 맞춰서 타당성 조사를 벌인 것”이라고 반박했다. 실제 한탄강댐 설계가 2000년 12월에 완료됐지만, 정작 댐의 홍수 절감효과에 관한 보고서는 5개월 뒤인 2001년 4월에 나왔다.

또 수해 원인 분석이 2001년 7월에야 끝나는 등 순서가 거꾸로 돼 있다. 수차례에 걸친 한탄강댐 설계보고서에는 교수 등 자문위원들의 ‘승인’ 사인이 들어가 있지만 이 중 문제제기를 한 사람은 없었다.
